He Scammed us for $7000.00 He Scammed us for $7000.00. Kept lying to us about visiting the building and permit office in Jacksonville. THEY ( The city of Jacksonville) never heard of him (Johan Portilla). BEFORE you pay him. Check with the City of Jacksonville! We filed a complaint with them!
